A modest evening dress covers the arms, chest and legs, is made from an opaque or properly lined fabric, and skims the body rather than clinging to it. In practice that means long or three-quarter sleeves, a high or modest neckline, a floor-length skirt with no high slit, and a cut that leaves room through the hips. Modesty is personal, and women draw the line in different places. This guide sets out the five things to check on any gown, which necklines sit well under a hijab, and how to make a strapless or sleeveless dress work when you love it but need more coverage.

What makes an evening dress modest?

Five things decide it, and you can check all of them on a product photo or in a fitting room:

  • Sleeves: how much of the arm is covered, and whether the sleeve is opaque or sheer.
  • Neckline: how high it sits at the front, and whether the shoulders and collarbones show.
  • Length: floor length is the usual standard for evening events.
  • Opacity: whether the fabric shows skin in daylight or under a camera flash.
  • Fit and slits: whether the skirt clings through the hips, and how high any slit opens when you walk or sit.

A dress can pass four of these and still feel wrong because of the fifth, so check each one separately.

It is also easier to find these pieces than it used to be. The State of the Global Islamic Economy 2025/26 report estimated Muslim consumer spending on modest fashion at about $347 billion in 2024, rising to a projected $444 billion by 2029, as reported by Salaam Gateway. That spending covers clothing broadly, not evening wear alone, but it explains why so many designers now cut gowns with sleeves and high necks as standard.

Which sleeves count as modest?

Long, opaque sleeves to the wrist are the most covered option, and three-quarter sleeves are accepted by many women. Beyond that, it depends on how the sleeve is made.

  • Long opaque sleeves: full coverage, and the simplest choice if you wear a hijab.
  • Long sheer or beaded sleeves: they cover the arm in outline but show skin through the mesh. Some women are comfortable with this; others add a fine, skin-tone or matching inner sleeve. The hand-beaded draped sash gown is an example of a long sheer beaded sleeve.
  • Cape sleeves: a length of chiffon falling from the shoulder. They look covered from a distance, but the arm underneath may be bare, so check what is beneath the cape.
  • Cap sleeves: these cover the top of the shoulder only. Treat them as sleeveless and plan a layer.
  • Puffed or bishop sleeves: full at the top or the wrist. Generous and covering, though bulkier under a coat or abaya.

If the photograph doesn't make it clear whether a sleeve is lined, ask the seller before you order.

Which necklines work best with a hijab?

A hijab covers the hair, neck and usually part of the chest, so the neckline mostly matters for how the scarf sits over it.

  • Jewel or crew neck: sits at the base of the throat and disappears neatly under a scarf. The easiest option.
  • High or mock neck: fully covered, but a thick or heavily beaded collar can push the scarf outwards. Softer fabric collars sit flatter.
  • Small keyhole: usually fine under a scarf, as the opening is hidden once the hijab is pinned.
  • Illusion or sheer yoke: covered in outline, sheer in fact. Pair it with an inner layer if you want the chest fully opaque.
  • Avoid without a layer: off-the-shoulder, wide boat necks, deep V-necks and sweetheart necklines with nothing above them.

If you love a dress with a statement collar, such as the satin corset collar gown, try it with the scarf you plan to wear. Some women style the hijab higher or tuck it inside the collar so the beading still shows.

How long should a modest evening dress be, and what about slits?

For evening events in the Gulf, floor length is the norm, and it is the simplest way to stay covered when you sit, walk on stairs or dance. Ankle length works for daytime and family gatherings.

Slits need a closer look. A low back vent for walking is rarely an issue. A front or side slit that opens above the knee is the most common reason a covered dress stops feeling modest. Before you buy:

  • Ask where the slit ends, or look for a side-view photograph.
  • Sit down in it if you can. Slits open far more when you sit than when you stand.
  • If you love the dress, a tailor can usually close a slit partway, or you can wear a matching slip or wide trousers underneath.

Fit matters as much as length. A mermaid skirt is full length but shapes the hips closely; an A-line, ball-gown or flowing chiffon skirt gives the same elegance with more ease. Our Dubai dress code guide explains which silhouettes suit which invitation.

How can you tell if a dress is opaque enough?

Many evening fabrics, especially chiffon, georgette, tulle and lace, are sheer on their own and rely on a lining. A few simple tests show whether a dress is opaque where you need it to be:

  • Hand test: put your hand inside the skirt or sleeve. If you can see its outline clearly, that part is sheer.
  • Daylight test: stand near a window. Daylight shows far more than shop lighting.
  • Flash test: take a photo of yourself in the dress with the flash on. Event photographers use flash, and it reveals sheerness that the eye misses.
  • Lining check: look at the inside. A lining should run the full length of the skirt and bodice, not stop at the thigh.

If a dress fails one test in one area, a slip, an inner dress or a long-sleeved inner layer in a matching shade usually solves it without changing the look.

Can you make a strapless or sleeveless gown modest?

Yes, and it is often the easiest way to wear a dress you love. Bridal stylists have long used cover-ups for exactly this, and a WeddingWire guide to cover-ups lists capes, capelets, toppers, boleros, shrugs and shawls among the options. The same pieces work for evening wear:

  • Cape: falls from the shoulders over the arms and back. The most dramatic option, and some gowns come with one; the pearl-beaded ball gown with cape comes as two pieces, the gown and its cape.
  • Bolero or shrug: a short jacket with sleeves that covers the shoulders and arms. Choose long sleeves for full coverage.
  • Topper: a sheer, shirt-like layer worn over the whole gown, often with a high neck and long sleeves.
  • Inner layer: a fine, fitted top with a high neck and long sleeves, worn under the gown in a matching or skin-tone shade. It turns a strapless bodice into a covered one without hiding the dress.
  • Shawl or stole: the quickest fix, though it needs holding in place all evening.

Match the layer's fabric and colour to the dress as closely as you can, so it reads as part of the outfit rather than an afterthought.

Why keep a cover-up with you at women-only events?

At many Gulf weddings the women's celebration is held separately, and some women wear more revealing gowns there than they would at a mixed event. Even so, the room does not always stay women-only. Describing Emirati weddings, The National explains that a change in the music signals the groom's arrival, and that women then cover their hair and shoulders with shaylas. It also notes that some women wear abayas over their dresses.

So whatever you wear inside the hall, keep a shayla, an abaya or a matching cape within reach. If you are going to an Emirati wedding for the first time, our guide to what to wear covers the rest of the evening.

Questions

Are sheer sleeves considered modest?

It depends on the woman and the occasion. Sheer sleeves cover the arm in outline but show skin, so some women who wear a hijab add a fine inner sleeve. If you are unsure, choose lined or opaque sleeves.

Can you wear a mermaid dress if you dress modestly?

Some women do, choosing one with long sleeves and a high neck and wearing it with a long cape or open abaya. Others find the close fit through the hips too revealing. An A-line or flowing skirt is the safer choice if you are unsure.

What should you wear under a sheer evening dress?

A full-length slip or inner dress in a matching or skin-tone shade, plus a fine long-sleeved, high-neck layer if the sleeves or yoke are sheer. Check the result in daylight and with a camera flash.

Where can you buy modest evening dresses in the UAE?

Malls and boutiques across the Gulf carry modest gowns, and many online shops deliver within the GCC. Filter for long sleeves and high necklines, and read the description for lining details; you can also browse the evening dresses in our shop.
