UAE VAT is charged at 5%. A boutique must register with the Federal Tax Authority (FTA) once its taxable sales and imports pass AED 375,000 over the previous 12 months, or are expected to pass it within the next 30 days, and it may register voluntarily from AED 187,500. Once registered, it charges VAT on its sales, issues tax invoices, and must advertise prices that already include VAT. This guide covers the points a boutique owner asks about first: registration, pricing, invoices, imported stock, the coming e-invoicing system and Saudi Arabia's different rate. It is general information, not tax advice. VAT law is amended from time to time, so confirm your position with the FTA or a registered tax agent before you act.

What is the VAT rate in the UAE?

The standard rate is 5%, under Article 3 of the VAT law, and most goods are standard-rated; the law sets out the limited cases that are zero-rated or exempt, so ask a tax agent if you are unsure about a particular sale. The governing law is Federal Decree-Law No. 8 of 2017 and its amendments, administered by the Federal Tax Authority. VAT is charged at each step of the supply chain: registered businesses collect it from their customers and pay it over, and the end customer bears it.

Only a registered business may charge VAT. If you are not registered, your prices simply carry no VAT, but you also cannot reclaim the VAT you pay on stock, rent or services. The law also says that anyone who collects an amount as tax, or issues a tax invoice for it, must pay that amount to the FTA, so never add "VAT" to a price unless you are registered.

When must a boutique register for VAT?

According to the FTA's registration page, registration is mandatory when the value of your taxable supplies and imports either:

  • exceeded AED 375,000 over the previous 12 months, or
  • is expected to exceed AED 375,000 in the next 30 days.

Two points catch new boutiques out. First, the test is a rolling 12 months, not a calendar year, so check it at the end of every month. Second, imports count towards the threshold alongside sales, so a large stock order can push you over even before the dresses sell. The FTA also notes that this threshold does not apply to foreign businesses, which have their own rules.

If a big order, such as a bridal party of eight or a corporate gala booking, will take you past the line within 30 days, the second test applies from the moment you expect it, not after the money arrives.

Should a small boutique register voluntarily?

You may register voluntarily if your taxable supplies, imports or taxable expenses passed AED 187,500 over the previous 12 months, or are expected to within the next 30 days. Note that expenses count for voluntary registration, which helps a boutique that has spent heavily on stock and fit-out before its first sales.

  • In favour: you can reclaim the VAT you pay on stock, import VAT, rent and services, and some business customers prefer suppliers who issue tax invoices.
  • Against: you must add 5% to your prices or absorb it in your margin, file regular VAT returns, keep records and issue compliant invoices.

For a boutique selling mostly to private customers, who cannot reclaim VAT, the decision often comes down to whether the VAT you reclaim on costs outweighs the effect on your prices. Run the numbers with a tax agent before you apply. Our guide to wholesale pricing and markups shows how to build VAT into a retail price.

Do UAE prices have to include VAT?

Yes, for a registered business. Article 38 of the VAT Decree-Law says that for a taxable supply the advertised price shall include the tax, with any exceptions set by the executive regulation. The FTA has publicly warned that showing prices without the tax is misleading to consumers and a violation that can attract administrative penalties, as Gulf News reported.

In practice, the price on the tag, the rail card, your website and your Instagram post should be the amount the customer pays. If a dress is AED 2,100 including VAT, write AED 2,100, not "AED 2,000 + VAT". The invoice then shows how much of that is tax.

The same applies to discounts: show the final, VAT-inclusive sale price. Under the consumer protection regulation, Cabinet Resolution No. 66 of 2023, discounts and promotions also need a prior permit from the competent authority.

What must a UAE tax invoice show?

The law requires a registered business to issue a tax invoice within 14 days of the date of supply. Article 59 of the executive regulation sets out two formats.

A simplified tax invoice, which you may use when the customer is not VAT-registered, or is registered and the amount is no more than AED 10,000, must show:

  • the words "Tax Invoice";
  • your name, address and Tax Registration Number (TRN);
  • the date of issue;
  • a description of the goods;
  • the total amount and the tax charged.

A full tax invoice, needed for a registered business customer above AED 10,000, adds the customer's name, address and TRN, a sequential invoice number, the date of supply if different, and for each item the unit price, quantity, tax rate and amount in AED, plus any discount, the gross amount and the tax in AED.

Separately, the consumer protection rules summarised on u.ae require a dated invoice in Arabic, which may also carry other languages. A bilingual Arabic and English invoice template covers both.

How is VAT handled on imported stock?

Dresses imported from outside the UAE carry 5% import VAT, calculated on the value including customs duty. The FTA's Taxable Person Guide explains the two routes.

  • If you are registered, you account for import VAT on your VAT return using the reverse charge mechanism: you declare it as output tax for the period of import and, where the normal recovery rules allow, recover it as input tax in your return, so it need not be a cost. Your goods can clear customs before the VAT is paid, provided you were registered at the time of import and give the FTA your customs registration number.
  • If you are not registered, VAT is paid at import, before the goods are released. A VAT-registered courier that imports for you pays it on your behalf and should give you a statement showing the import and the VAT paid.

Customs duty itself is a separate charge, covered in our guide to customs duty on garments into the GCC.

Does e-invoicing apply to boutiques?

The UAE is introducing a national electronic invoicing system. The Ministry of Finance announced the scope and timeline in September 2025: the system covers business-to-business and business-to-government transactions, with a pilot from 1 July 2026.

  • Annual revenue of AED 50 million or more: appoint an accredited service provider by 31 July 2026 and implement from 1 January 2027.
  • Below AED 50 million: appoint an accredited service provider by 31 March 2027 and implement from 1 July 2027.

Timetables like this can change, so check the ministry's latest decisions. If you sell to other businesses, such as boutiques buying wholesale or companies booking event wear, plan your invoicing software around these dates. The announcement does not mention sales to private shoppers, so confirm with the FTA or your tax agent how the system applies to you.

Is VAT different in Saudi Arabia?

Yes. Saudi Arabia's standard VAT rate is 15%, and ZATCA's guideline on imports applies that rate to goods imported into the Kingdom. Saudi VAT is a separate system with its own registration, returns and invoicing rules, administered by ZATCA rather than the UAE's FTA.

If you sell to clients or boutiques in Saudi Arabia, the 15% rate changes the delivered price and whoever imports the goods may have to pay it. Ask the supplier or courier who is the importer of record. When Lianora delivers to Saudi Arabia, for example, Lianora bears the customs duties and taxes on delivery, as set out in its delivery and returns terms.

Questions

Do I have to register for VAT if I sell dresses from home?

The VAT thresholds apply to your taxable supplies and imports, wherever you sell from. If they pass AED 375,000 over the previous 12 months, or are expected to within 30 days, registration is mandatory. Selling from home or on Instagram does not change the test.

Can I show prices as 'plus VAT' in my boutique?

Not for sales to customers if you are registered. The VAT law requires the advertised price of a taxable supply to include the tax, and the FTA has warned that showing prices without VAT is a violation. Show the final price and let the invoice break out the VAT.

Is a till receipt enough as a tax invoice?

It can be, if it meets the simplified tax invoice requirements: the words "Tax Invoice", your name, address and TRN, the date, a description of the goods, and the total with the tax charged. It should also be in Arabic, which may sit alongside English.

What is the VAT rate in Saudi Arabia compared with the UAE?

The UAE charges 5% and Saudi Arabia charges 15%. The two systems are run separately, by the UAE's Federal Tax Authority and Saudi Arabia's ZATCA, each with its own registration and invoicing rules.
